go with the most you can afford, suggest one of the DSLR--Sony, Canon, Nikon Pentax
all offer high shutters and rapid fire. you need one witha quick start up and rapid repeat shutter, lest you miss a good shot.
About to buy number 3 and this one is going to be the new Sony SLR, already went thru the Minolta, working thru the Nikon and now it is time to up grade a thrid time in five years.

To get rid of red eye completely requires an off camera flash, so that pretty much eliminates all the point and shooters out there. Meaning you shold be looking a Digital SLR type system. Canon has market share while Nikon has reputation. Both are good quality camera systems. Expect to spend over $1000 for a camera body, lens and flash.
There are some prosumers point and shooters on the market that will accept a seperate flash unit, but at the price point they are at a DSLR is in the same cost zone.

Canon Rebel XTi - DSLR is a fast as 3 frames per second and able to get up to 25 JPG high quality photo in one burst. No red eye !!

the sony dsc-t50 it has red eye flash but im pretty sure that you can take it out
