No. You need to purchase Adobe Acrobat, and Adobe Acrobat 4 is very, very old!
You can, however, get the Adobe Acrobat Reader free from the Adobe website:

If you need to create PDF files, then you could also use a free PDF creator, such as PDF creator:

There is no point in downloading Adobe Acrobat 4.0 when 7.0 version is available. The URL for downloading Adobe Acrobat 7.0 is www.adobe.com.
