first of all-opinion.
then come the questions. does it have a good flow? is it descriptive? can you get a sense of what the subject is? is it beautiful? is it unique?
bad poetry is what happens most of the time. people think they can write, and they write a poem about love or heartbreak and it sounds the same (and as terrible) as any other person writing, using the same crappy phrases.
I think you have to use metaphor, and create your own new ones.
I pretty much hate all poetry, though. my opinion is-Its for the birds.

Good and bad poetry is in the eye of the beholder. In other words you need to take into account the context in which the poetry is being reviewed.

For instance, a poem written by your six year old granddaughter is valuable and precious to you because you love her and anything she does is important to you no matter how crude or nonsensical.

A poem reviewed by an art critic is the product of an agenda which has less to do with the subject poem than the career of the critic.

On the other hand, to admit to being baffled about why some obscure 17th century poet is so admired because you personally cannot identity one thing that would help you make sense of his poems opens you up to appearing ignorant.

You have to know what you like before you can judge any kind of poetry. You have to like listening, make inferences and think carefully about what words are saying beyond the written words themselves. What story are you being told? What does the author say about his situation or life or choice?

What will you learn from the poem?

That's how you know what good poetry is and can truly enjoy it in all it's splendor.

Good poetry will paint a picture with words. It does not need to rhyme to be a good poem but the use of figurative language and other writing devices make it more effective.

I love poetry and the way I tell good poetry from bad is if it holds my attention. If it doesn't hold my attention it is bad.

It's all subjective. Something I love you might not like, and something you love I may loathe.

As with all art - if it speaks to you it is great, and it doesn't really matter what anyone else thinks.

well good poetry rhymes and make sense. bad poetry not rhyme or rhyme a little.
good poetry has strong words while bad one kinda doesn't

if reading it makes you feel something,if you laugh,cry,or get chills,or if it stays with you long after reading it,then its good.if you can feel what the poet wrote then its good.if you read it and you feel nothing,then it sucks.
