It's simply a physical count of the number of components used in a circuit or system. Usually, if it's a circuit on a single Printed Circuit Board, it's the physical count of the number of resistors, capacitors, inductors, diodes, transistors, integrated circuits, connectors, etc. that are soldered to the board. But, if it's a large system, it may only be a count of the number of Printed Circuit Board assemblies in the system.
