I'm using Excel for spread sheets.
I would like to make top row to float (i.e. alwaya be visible) when I scroll down the list. How would I do that?

highlight the row below the one you want to freeze and click on 'window' on menu bar and click on 'freeze panes'.
also works on columns but only one part can be frozen at a time (as far as i know)

Select the cell one row below and one row to the right of the row/column you want to always see. Then click on "window" (in the menu), and click on "freeze panes".

If you only want to freeze rows, select a cell in column 1. If you only want to freeze columns, select a cell in row 1.

first, seperate the static non scroll pane with the rest of sheet with the small notch (at the top of the vertical scroll bar and at the left of horizontal scroll bar) then select window > freeze panes
