It is commonly said that if you want to get a flat stomach, you need to combine aerobic exercise, toning exercises and a good diet. However, people always say that you need to lose weight so that the muscles can be SEEN. Does this mean that without weight loss I can't get a flat stomach? I'm asking because I'm already very slim but I have a flabby middle.

Yep, you nailed it all on the head. I read in a fitness mag that you can do a thousand crunches/sit-ups a day and you will have a six-pack...underneath all that flab.
