I doubt if it's dead - the leg I mean. It could be broken. I had a crow that fell from a tree and broke his leg and I know what you mean - it - the leg looked dead. I think it's broken. Go online and find a search engine. Ask for "birds broken leg". They'll probably recommend a splint. You can use this tape that sticks to itself to wrap the leg but if you can, take him to an avian vet because the leg will need to be set. Birds don't show sickness or pain but I'd reason to guess the poor bird is in a lot of pain.

Are you sure the leg is dead? Sometimes when they're blue, you can massage it and put something warm around it to see if the blood is still feeding it.
Then you make the determination whether it's dead or not.
If it is, it can cause him problems unless you have the vet amputate it.
He will manage just fine without it. I have several without part or all of the leg. They acclimate.

take your little budgie to the vet asap! he will find out if the leg needs to come off or not. birds can and do survive with only 1 leg.

Even though his leg is damaged he will learn to compensate with his other leg. I have seen birds that have no use of either legs and they got around just fine as long as their cage is designed for accmodate them.

The legs are fragile and sounds like it could be broken. Please take this poor little guy to a bird vet to get the leg set and splinted so that it can heal properly.
