This kind of behaviour on the part of a male friend is strongly against the manners. He is not a gentleman. and a woman or a girl would definitely feel uncomfortable in such a persons company and would try to avoid him/his company in future.mark it.
u need to follow some gentlemen behaviour when u r with a female and show respect to her by not staring at her in that manner.

If a girl is dressed to show a lot Of cleavage...she needs to expect to be checked out...but glances are one thing, staring is another...handsome or not, this man will not get a second look from me.

Well here are a few suggestions for females who may be faced with such a problem: -
Gently cup his chin with your fingers and tilt his face up till it is in line with your face and tell him, “I have not yet trained them to hear or speak so can you be so kind as to speak to my face??? Thank you.”
Tell him to turn around and touch his toes…when he does that kick his ar$e as hard as you can. Tell him to “FO”
Stare at his crotch in return…
Tell the bloke. “Study has it that men who talk to boobs suffer from premature ejaculation, I am not staying long enough to find out.” Walk away.

You should ignore coz boobs are there you cant do anything given by nature. Just dont make them more visible by clothes or body language.
and if you really wanna show them go ahead, other will definitely derive pleasure by voyeurism.

Anybody who doesnt look you in the eye when talking to you is somebody I would avoid. Sneaky. Next time, surprise this person, and pull your top down. That will get their attention to your face.

well i try as hard as i can to look a woman in the eyes, but in some cases with ut is hard when the clevage out does the face

boobs are the best part of a girl/lady and if sombody is appreciating (not a kind of bad guys) then definately you are more confident to others.
