Most tea cups are made for right handed people, because there's more of them (the right handed people, I mean). A cup that has no front and back, in reference to the design on it, has no particular side for the handle to be placed when it's designed, the handle is just there for the users convenience. But a cup designed with a painting on one side only, has the design facing the user, and the handle, therefore, has the handle on the side that the right (or left) handed person would normally use to pick up the cup.
The simple answer is, most cups are for right handed people, and the handle is on the right side of the cup when the design is facing the user. For left handed people, the handle is on the left side when the design on the cup is facing the user. Confused enough? I hope not.

It depends on which side you are looking at it from:
To the left or right of the picture, saying, front, moutache cup, etc.
And finally, it depends on if it only has 1 handle, or two.

From the seat of the person and looking at the table setting, you will always place the looped handle of the tea cup to the right, set the cup on the upper right of the plate, the knife next to the plate on the right, the spoon(s) on the outer edge of the knife, startign with the smallest spoon, then any larger spoons out farther, these are placed on top of the napkin, the drinking glass would be above the tea cup, the wine glass to the upper left, the smallest fork next to the plate, then any larger forks out to the left from that smallest fork. Place serving spoons in a row in the middle of the table.

Tea cup have the handle to hold it,which has been fixed in the centre of the outer body of the cup.So that person can hold it in balance.>!

a tea cup doesnt necessary need to have a handle. eg the chinese drink tea in tea cup without handles. its up to you which you prefer.

well the outside no duh. . . but if you mean right or left
then it depends on if you are right handed or left handed (right handed people hold it with the handle on the right etc..)
or some people dont liek to hold it by the handle so they put the handle on the side where they aren't picking it up . . .
you see, the men you make tea cups just put the handle somewhere on the outside, it's up to you to decide which side you want to hold it on. .
