Okay so you know the scratchy old movie effect on pictures ?
Well can you do that with adobe photoshop elements 5.0 ?

Photoshop Elements is unfortunately unable to use the full Photoshop plugins.
However, there is a site, that sells a plugin for Elements that can turn photos to old vintage photos.

However you could try the following: If you have an over-exposed photo-slide (i.e. an almost transparent slide) and are able to scan from slides, try the following:
scratch this slide, and rub it across a rug or dusty cloth, so there are scratches and dust specks on it.
Now scan it, while you have a solid colored paper behind the slide.

With Elements and the Magic Wand tool you should be able to highlight the colored area, and delete it, keeping the dust and scratches intact.

Now copy and paste these scratches and dust specks over your photo, that should get the scratched Film effect.

use a blur filter, if you want only part of the pictured blurred then go back a step and apply the blur via a history brush goto youtube and look for a tutorial - photoshop applying blur -
