I would say it was Gen. Marshall as he paved the way for other generals to do the strategic objectives of the president. I would say Adm.Nimitz as he not only supported his admirals and their fleets he was sharp on the strategic and tactical side as well and was really responsible for turning the pacific war around into victory. He also didn't have the problem of a massive ego like a MacArthur or a Patton

In the Army there were: General Dwight D. Eisenhower General Douglas MacArthur General Omar N. Bradley General George C. Marshall. For the Air Force there was only: General Henry Arnold. For the Navy there were: Admiral William D. Leahy Admiral Chester Nimitz Admiral William F. 'Bull' Halsey Admiral Ernest J. King. Generals of the Armies were George Washington and John J. Pershing, MacArthur was considered but no official promotion was ever given and Ulysses S. Grant had all the powers and was General of the Armies in everything but name. There are no more 5 star generals.

The only Five Star Generals of the Army ever appointed were:

George C. Marshall
Douglas MacArthur
Dwight D. Eisenhower
Henry H. Arnold
Omar Bradley

I'd have to say Eisenhower, since he was trusted enough to go on and be elected President. MacArthur was well known, but was fired, so that doesn't exactly help his cause.

The only Fleet Admirals (Five Star equivalent) ever appointed were:

William Daniel Leahy
Ernest Joseph King
Chester William Nimitz
William Frederick Halsey, Jr.

Don't know a lot about any of these, but I'd say Nimitz was the best, since he got a classification of Aircraft Carrier named after him.

The title "Admiral of the Navy" is a "six star" admiral. George Dewey is the only one there ever was. A "five star" admiral is called a "Fleet Admiral". Chester Nimitz was the best Fleet Admiral.

A "five star" general is called "General of the Army". Douglas MacArthur was the best General of the Army, if you consider wartime victories.

The United States has had only two 5 star generals in the Army. One being General George Washington and General Pershing. As far as the Navy goes, I can't help you there.
