A crinoline was a dress which had a hoop underneath. You have to imagine a kind of frame which women wore suspended from their waists in Northern Europe 150 years ago. As the skirt was worn over this frame, or hoop,with as many as ten petticoats underneath it, it would stand away from the body. The term should be "stand" rather than "strand" (the R should not be there). In this case, the garment is held away from the body by the undergarment. It makes the skirt very wide and full.

It should read stand out, not strand out. Stand out means in this case to flow away from the body. In the old days women wore a dress under which were petitcoats (under dresses) in layers and layers that would make the dress baloon out. Considered fashionable at one time.

Incomplete sentence. Its a phrase which demands a verb to make it a sentence. strand out, from the context, means spreads or balloons out of the body.

It is simply misspelt. It should read ’stand’ and then you have what a crinoline does: it stands out from the body
