We have no way of knowing what your health is, including the state of your vitamin levels and if you may or may not have any deficiency.
If you are concerned, go see a doctor since they are the only qualified people to test you, examine your skin, etc. We could guess, but that could do you much more harm than good on medical questions.

If you're in India, I'm surprised you're not doing threading. Threading is the best method for hair removal on the face. It doesn't expose your skin to harsh chemicals, it leaves minimal redness, its fast, and rather inexpensive. If you're in US, then most major cities have salons that offer threading.
If threading is not accessible, then I would recommend wax. Use some sort of natural wax. You can even make your own (check the internet for recipes. Most call for sugar, honey, lemon/citrus, and other readily available ingredients).
Don't use creams, bleaches, or shaving products on the face. It will make the hair stronger (hence, darker), and more visible. Also, they are much more likely to cause skin problems. If you have slightly delicate skin, most bleaches and creams will sting and burn. And since you have pale skin, its gonna be really visible. Shaving will make the hair very strong, and thick.
