Allright so heres what happend,

Me and my friend are White and we go on the same bus I'm in 8th grade he is in 6th grade And there is this girl in 5th grade.

after like 2 weeks on the bus the 5th grader said something really offence to my friend (6th grade) and he got really mad so then on hes been picking on her calling her fat for the past 4 months and getting in verbal fights....

so now my best friend thats in the same class as me...and black... just started goin on my bus 3 weeks ago.. and the same girl said something really offence to him so for the past week or two hes been calling her fat and names why she calls him names....

but now that girl reported the black kid who was only having little fights with her for a week or so... but not the kid who was makin fun of her for months... and she even made up lies saying about him

is this little girl rassicst towards my black friend?

Most definitely. Why don't you and both your friends report her, tell your principal the story and I am sure he/she will take care of it. Sounds like this girl has a real problem, but you should nip it in the bud. She reported your friend because she knew she would get away with it because of the racial thing. Set her straight, report her...she sounds like a little witch.

At your age, sometimes kids fight when they actually like each other. She may like your white Friend to some degree, and she may have a fear of your black Friend. In order for her to be a racist, she would have to think that whites are superior to blacks or she turned him in just because he was black. There is no fair way to tell, since they were fighting. Even if she had used racial epithets during the fight, you should not determine by that alone that she is a racist.

It is very much possible that it is because of racism but an important thing to note here is that she is doing it not because she herself hates colored ppl. It is probably the environment where she spends most of her time, i mean her parents and her friends. We generally tend to develop our ideas and concepts from our surrounding social environment. As she is so young that it is expected that she actually doesn't know what is racism. It is just that some xyz around her talks bad about colored ppl and she has an impression that these ppl are bad or it is okie to make fun of them

It's sad, but it seems that way. What's even sadder is at her age she's probably learning it at home. When people are being mean and saying hateful things the best thing to do (although not the easiest) is ignore them. Good luck to you and your friends.
