There is no such thing as military time. 13:53 is 24 hour time insted of 12 hour time. But the military is one of few orgs that use 24 hour time along with aviation the government and a few others.

1353 = 1:53 pm
rule: afternoon add 12
example 1:00 am = 0100, 12:00 am (noon) = 1200
1:00 pm = 1300, 12:00 pm = 2400
