Okay now that you have read the article, you want to recover the data (in this case photos) which you deleted. I recommend that you use PC inspector file recovery or PC inspector smart recovery (if the deleted files were on a SD Card) to recover your deleted files.
PC Inspector File Recovery is not shareware or commercialized software which you have to pay for, it is free to download and use! You can make a donation (if it helped you recover your files) though.

if you delete your photos. just go to recycle bib and you will see everything you deleted just click on the photos and you will see a botton on the side that say restore just click on it and your photos will be restored. hope you get through.

once you restore the images from the recycle bin, bypass decrease back to Picasa and choose Folder > Refresh Thumbnails. The restore positioned them decrease back into their unique listing, yet Picasa must be suggested to rescan it.

I haven't tried recovering photos from the recycle bin but I have recovered photos from my reformatted external hard disc and from memory cards using mediaRECOVER. (http://www.mediarecover.com/)
Other software that might work (and is free) if FreeUndelete but this will not work if you reformat your disc/ card. (http://officerecovery.com/freeundelete/)
