Actually, most champagne vinegar is deliberately cultured from moderate quality wine. The result will not be exactly the same but you could use any other type of vinegar, lemon or lime juice or even wine-acidity is the main goal.

No substitute. It is vinegar from champagne wine that has been allowed to turn.
