The easiest way to answer your question is that you should be honest with him.
In all honesty, you do not need to owe anyone an explanation if you do not want to, but in this situation I feel that you should just tell him how you feel about him so he can leave you alone, and also for his sake, too.
I'm quite positive that he would understand once you explain to him kindly.
Hey, give it a try, it doesn't hurt.

People need closure in relationships. Take him aside and quietly and calmly let him know the main reasons it's over and why it can't be. That should be enough. Then tell him if and under what conditions you want him around. Then and only then if that fails would it be necessary to let someone else know what has happened in order to intervene

U should just tell him and let him know why your over him. When u get rejected or have no chance with a person the next best thing is closer and its a good idea to let him know so he can move on

You tell him whatever you would tell a platonic friend. If he calls you too much, say so. If you don't want to talk to him, don't answer the phone. This is not rocket science. Think of how you would like to be treated and treat him the same.

Maybe you DO owe him an explanation.

The least another person "owes" another person is respect. Respect this person enough to be honest with him. All you have to let him know is that your feelings have changed. The worst feeling is not knowing. Just let him know.

Let him know how you feel, or how you don't feel in this situation. The best way is to be upfront. Don't wait around and let him think you like him, it wont be good for you, or him.
