I do not believe the Navy has a mascot. The Naval Academy has a sports team mascot that is a goat.
The story goes like this - yrs ago naval men took goats on board of ships for food, milk & as pets. One goat became a close pet & died at sea. The men dried his skin to keep him close & when they docked the 2 men went to the Navy game. One of the men to cheer his team on took the skin on his back & ran back & forth to get the crowd to cheer. The crowd laughed & cheered.
In 1893, the 4th Army Nay game the debut of the goat occurred.
They Navy won for the 1st time & Billy the Goat has been around
since then.

Maybe because Thor road the skyies flying in a chariot driven by two goats Tanngrísnir (Tooth-Gnasher) and Tanngnjóstr (Tooth-Grinder). Thor was a Viking god and of course the Vikings were known especially for their navy.

Never thought about it until I read your question. Do you think maybe it might have something to do with the way navies used to fight battles, before they had all the technology and guns. They would sometimes ram their ships into another ship in an effort to board or sink it. Goats ram into things with their heads. Just a thought.
