How to rate a language? In terms of the literary tradition, perhaps German language is to be rated as richer.

What do you mean under rated? Filipino language is called Tagalog ..correction! I don't know about German.
Do your research about their cultures and you'll find out the answer to your question.

I don't think neither of them are under rated. all languages have their own special meaning, i don't mean to be a racist okay.
