They really develop concurrently - the physical structure of the device determines how the software will be designed, which languages used, etc. At the same time the needs of the software will influence the choice of parts for the hardware. For example Apple have just shifted to Intel chipsets and this has meant a re-engineering of sections of Apple applications (software), in order to deal with the different needs of the new hardware.

Most electronic devices (I assume you mean things like phones and calculators) now use generic chips that can be programmed via software, rather than specific dedicated chips for each applications. Look up Embedded system on wikipedia: http://en.wikipedia.org/wiki/Embedded_system
