God weeps as his people face disease and death.
And like a loving parent, God allows people to face the consequences of their disbelief and sin. Is this punishment?
And like a loving parent, God chooses various punishments to get a person's attention. A parent may give a child a 1 week punishment of no i-msg or no tv. If the child continues to walk wrong, it may go to 1 week w/ no after school activities. More? curfew. More? grounded. Anything to stop the self-destructive behavior.
Not all diseases though are this way. Some are to lead a person to a place where they can witness to a special person. Other diseases are a result of man's sin and used by God, not caused, but used, as a warning to all people, cf. pollution.
I've often wrestled with this question. I was a pastor to pastors when I became disabled. This afternoon, I spoke w/ a man in a wheelchair I would have been too busy to nod to before. Punished - I am certainly a sinner. Punished...I am certainly saved by grace and have become a tool of God to glorify His holy name.

Sure, did He not strike the Egyptians with blisters and boils as one of the plagues when the Pharoah would not release the Hebrews so they could praise God? I would think that you would have to do something to defy a direct, personal order for such a punishment though.

A God of Love does not punish his children. Disease is not a punishment by God. It is God's will that you be well and live a rich and full life. Jesus said "I come that you may have life and have it abundantly". And he healed all who came to him. Does that sound like a God who brings disease on His children? I think not.

No. Wouldn't it be quicker just to ask if somebody's Christian or Muslim or Other? I mean, really only those first two groups will say yes and the third will say no. There, that's as long as I can make this answer without seeming like I'm trying too hard to stretch it out.
No wait...there...that's it.

the question you should be asking is....do i wish to think there is a god out there that would punish people with disease?
no god has any more power than what you give it
