First, I hope your cat is a long-haired cat if it's outside and has some place to get shelter. We used to put a light inside a doghouse for our cats and put lots of old carpets and towels in the house for them to sleep on. As for the water, if you can't afford a heated water bowl, just make sure you put out fresh water several times a day for the cat. We let all our cats stay in our garage at night for their safety as there are many large dogs around here. In the winter, we leave a small electric heater on. They seem to like it in there, but we always make sure they are out before we start the car.

The best way to stop the water from freezing is to allow the cat indoors during the winter months especially, or rehome the cat

I dont know about you but I won't let my pet stay outdoor in winter. You already notice how hard it will find water to drink, why take another chance? Winter is hard for anything alive, even snakes will hibernate during winter!
I hope your cat doesnt end up drinking some water out there that is hazardous.

You might try one of the moving water dishes from the pet store, although depending on how cold it is at your location, it could freeze as well.

You can go to a farm supply store and actually buy a heated water dish. I recommend letting the 'pet' live indoors where it becomes a 'pet' and not a 'stray.'

How can you call it a pet if you leave it outside all the time? Poor animal. It probably lives mostly in your neighbor's yards, whether they like it or not, and they probably don't.
