NEVER tell a woman that you love her in bed, it's not very sincere. And some of us tend to think when a man says it while we're in bed it's because you think we expect to hear it because we're being intimate. You should tell her anyplace and anytime (so long as you mean it) that your comfortable telling her. The first time my husband told me we were on a tour bus full of people. I found it rather touching that he didn't have a hard time telling me in front of other people.
