There are lots of exercises you can do to increase the size of your calves. Some mentioned here are great. But here's what I reccomend. What ever exercise you choose to do, do it with some intensity. I mean it. Really pump those calves full of blood and make them burn. If you want them to grow and get bigger you must fatigue the muscle and then some. Here's a tip, when you're home put a marble in the heel of your sock. I know sounds a little strange, but this will force you to walk on you tip toes and burn those calves like they need to be in order to grow. Just walk around the house for a while untill you're ready to fall over. You're front thighs, buttocks, and calves will be screaming sore the next few days if you do it long enough. Remember if it isn't burnin' it isn't buildin'. Good luck to ya.

If you do a lot of walking, you can change you gait slightly so you are using mostly you calf muscles to propel you. It seems a little awkward, but it beefs up the calves pretty fast if you can get in about 20 minutes of walking per day - not too hard to do when you add up all the daily walking. All you need to do is make sure your feet aren't pointing in or out when you walk, then exaggerate the heel to toe motion and push harder than normal off your toes. You need to mess with this a little to get the feel of it, but if you do it regularly you can see big changes in a few weeks.

This will take a little dedication on your part. From flat foot to tippy toe, rise up and down. As you rise up, squeeze butt cheeks together. 2 in 1 exercise, but awesome results. Any time you are standing, raise up and down on toes. When up on toes, hold for 2 seconds while squeezing. Calves will start to explode in a few weeks.
