That's easy--use a tool to facilitate the approach. For example if you have a cute dog, you could take him for a walk. Then people will compliment the dog, but indirectly be complimenting you allowing you to seem approachable. The same could happen if you have a really interesting shirt or piece of jewelry. Just about anything that can spark interest without all the focus being you as a person which makes you more approachable.

Smile. Make eye contact to acknowledge his presence, but don't stare. Once you have his attention stay in one place for a while - if you are constantly moving around "mingling" he will get the impression that you are dodging approach. Make sure he understands that you notice him by looking his way periodically and letting him catch you at it. Again, not a stare, just a glance with a hint of yes I will talk to you.

Dont stand around your friends when you are in the presence of a guy you think is checking you out. This is the most unapproachable thing a girl can do. its just awkward.
also, make yourself look like you want to be talked to. if youre listening to an ipod or talkign on the phone dont expect to have someone talk to you.
