Typically I recommend:

Panorex --------------------> every 3 years
4 bitewings-----------------> every 6 months (chidren: 2 bitewings)

However, I must agree with Dr. Sam; the frequency and the types of x-rays should be based on the need of the individual patient. If the patient has active diseases, I may take more x-rays and more frequently. Conversely, I may wait for a while longer.

The normal routine is once a year for a regular full set x-rays .

Now dental x-rays are a lot better than they used to be but still some x-rays do not always show clear images. I had this happen. The new computer screens with the x-ray images are great!
If you are having pains or there is a suspicion that there is a problem- Insurance requires and x-ray .
This is done at the time a problem is suspected.
A good dentist can fill a small cavity without an x-ray. .
I had a tooth strangulate and abscess on it's own. X-rays didn't show the problem in the beginning stages of the issue.

When I was in the USAF the policies are as follows...
Bitewing xrays: Every 2 years if no dental treatment was done; Every yr if dental treatment was rendered or on periodontal maintenance program
Panos: At comprehensive exam appt; At a OS evaluation for wisdom teeth removal if it's been 6 months since pano taken; or as needed (broken/fx jaw, TMJ eval, etc.)
Perapical xrays: As needed
Full Mouth xrays: For treatment planning
All others: As needed

This is a HIGHLY individualized standard that varies with every patient. My minumum is to take a panoramic x-ray every 4-5 years and bite-wings every 2 years. In other words, nobody would be allowed to go any LONGER than that in my practice and this is reserved for the very healthy patients. Others might have x-rays more often. Some get bite-wings every year, because thay seem to always have cavities, even after only one year has passed.

MANY DENTISTS IN THE US LIKE TO GIVE BITEWING X-RAYS EVERY 6 MONTHS. THIS IS FOLLOWED BY MANY DENTISTS, BUT SOME DENTISTS INCREASE THIS PERIOD. DR. SAM PRESENTS VALID POINTS.

if its necessary,radiographs should be taken,otherwise if all the teeth,gums,no pain whatsoever etc.,are okay,i don't advise to take any radiographs.
