To narrow it down, hypothetically speaking the abuse takes place in California.

No one is mandated to report a Spousal Abuse. Anyone can report it to the police. The private citizen is not mandated to report it. If you see it and walk on by or witnessed it, they you SHOULD report it, but as a private citizen, your not mandated.
As a Police Officer, and you investigate a DOMESTIC, normally someone goes to jail. Times have changed and so have the laws. The arrest of a DOMESTIC VIOLENCE case is sometimes written as, preferred, shall, or will make an arrest. If an arrest isn't made, a report will be made, just incase it happens again.

Nobody is 'mandated' to report the abuse.

For example, with child abuse, daycare providers, doctors, nurses and few other select people are required by law to report child abuse. Others have a 'moral' obligation to report it. I believe the same is true with spousal abuse. More of a moral obligation.

no one is mandated to report spousal abuse. you're thinking of child abuse. an adult can chose to accept abuse if they wish. However, if a peace officer (police officer, officer of the court) witnesses spousal abuse they can press charges (they don't need the victim to press charges like years ago).

any person by virtue of theyre position comes in contact with persons who they feel have been abused have the responsibility to report suspected abuse. ie: health care professionals,legal representitives, educators etc.when?immediately,what?....what you know! where?. domestic violence shelter,police,..time limit ?ell to perserve evidence of abuse asap!confidentiality should be maintained by any persons the abuse in question is reported to....
