You're turning your fat into muscle which is great and accounts for the lack of weight gain. It's possible that are not consuming enough calories to gain weight. To gain you must eat more than you burn off, but keep it healthy of course. Particularly healthy carbs and protein.

I am in the same boat what it is, is that you have hit a peak point in your work out change the weights up a little more and in about 4 weeks you will gain muscle and weight. If I did not lift weights the way I do I would be in the same weight just not as tall but since I have started in the past 2 years I have gained about 30 pounds. Pure muscle.

Like someone said, you may need to consume more calories to gain weight. In order to build muscle, a diet that is high in protein is helpful. However, you can't "turn fat into muscle". You are burning calories and fat by exercising, and by exercising you are building muscle. If you want to bulk up, you may even want to slightly decrease the amount of cardeo you do and increase the amount of lifting ect. you do. I know that some body builders do mostly muscle building exercises rather than cardeo, which tends to trim and lengthen muscles. However, cardo is still good to incorporate, but try changing your routine a little too. It could be that if you have been doing the same workout for a number of weeks that your body has become so efficient at performing that task that it's not really doing much for you anymore. Try some variances in the machines or activities you use and do.

surely, muscle weighs greater suitable than physique fat. in case you do finally end up dropping physique fat and gaining muscle, you're maximum in all likelihood to surely income weight somewhat than lose it because of the pass.
