They have a tip hotline, BUT don't call when that person or anyone else is around to overhear you. You can also call the Federal Marshalls, fugitives are there business.

find out what county that warrant is issued in, and then call the courthouse and they will confirm that there is a warrant and then call you back.

You can write an anonymous letter. Once I turned in an illegal immigrant to the Feds by writing such a letter. They went to his home and made some arrests.
