Yes that is making out. You are very young and you have a lot of time in life to explore other things. There is no need to rush into anything, especially if you are uncomfortable. Take things slowly!

you really shouldnt be laying down and kissing...laying down gives the comfortability for more..( i personally think that) but then again I did stuff when I was that age.So can't really speak.But i do know.when you lay down it gives them almost the ok for more to go on b/c its easier now that you are down on the bed.so just be careful with what you lead him on with.dont lay down and expect he wont want you.

tounges means making out. i had my first kiss with my boyfriend when i was 13 and he was 15 and we were in bed kissing with tounges. if u are comfortable, then there is no need to stop kissing.
