I'm from north-east Ohio. there are MONSTERs in the creeks this time of year (December). Try any of the rivers from Cleveland east into PA like the Grand River, the Ashtabula, and my personal favorite, Conneaut creek.
A 30" fish is not uncommon.

What??? If you are talking about catching steelhead, Lake Michigan in the spring and fall near feeder creeks are great locations.
