I am sure you mean that the health department has to approve certain foods and preparation of foods...for anyone. At times it does seem frustrating when food is just thrown out and still perfectly usable...but the laws are there for a reason and the recent e-coli and salmonella outbreaks are the proof. MOM (PS - MOM has a friend who is a director of a health department, lol).

I was told a couple of years ago that, by order of the health department, I couldn't serve any food to the homeless that wasn't prepared in a USDA-approved kitchen. And people wonder why more meals aren't donated to the needy.

Because the health department isn't making any money from it. Another stupid government thing.

That would be a local ordinance. My town has a community Christmas dinner that EVERYONE is invited to. It is thrown in a convention auditorium.
