Use a model. Make a trough and run water through it and measure how long it takes to fill a container at a given "feedrate".

Now, fill the trough with some rocks and other junk, and do the same thing. You will find that the water level is higher to flow the same flowrate of water, or at the same level of water in the trough, the water flowrate is lower.

This is a model of how flooding happens (higher water level for same flow rate). The efficiency of the junk culvert is the level of water in the clean culvert divided by the level in the junk culvert.
