i don't even know if he likes me- god i sound like a freakin idiot, but he is such an awesome man.
do i just take the plunge and tell him that i want to date him.
i am 19 and he is turnin 21 soon

You don't sound like an idiot. If you want to know how he feels the best thing to do is tell him. Maybe it will work out and maybe it won't, but its the only way to know for sure. Its not something you want to waste a lot of time on if there is nothing there.

Don't live life with regrets! Let him know that you are interested and take it from there. The worst thing that can happen is he will reject you. Isn't much easier to be rejected when someone doesn't know you. I mean at least they are rejecting you on a superficial level. And besides if you don't do anything and you HOPE he does something..then you're always going to be wondering what if? Regrets are a waste of energy and space. Also, if you do something about it, (most men are shy)-you'll build more confidence in yourself. Have fun!!

has he ever given you any hints that he might be interested in being more than friends? Called you or flirt... if so... try to see if you can move it to the next level. Remember that you also do not want to mess up a good friendship... so is it worth it!
