My sister will be leaving for an unknown destination in a few months. She is downsizing drastically for her big move so I don't want to give her anything she will have to get rid of. I want to give her something useful in her volunteer work. Your experience please!

Tell your sister congratulations!! Peace Corps is an amazing experience.
Although the previously mentioned gifts sound great, I would advise against some of the higher end electronics. Different countries have different power systems/levels/plugs. Plus, as a Peace Corps Volunteer she will be expected to live at the local level--meaning not have lots of toys her town/village friends and colleagues won't have. One exception I suggest is a small short wave radio--in some assignments, it's the only way to get current world news.
Swiss Army knife is a good suggestion--I used mine a lot when I was a volunteer. Journal is also a good suggestion (and tell your sister to write in it and have people back home save her letters). A lot depends on her country assignment, for clothes and special stuff.
A thoughtful thing would be a small photo album that would both remind her of all the people who love her back home AND that would help explain to people in her host country who she is and where she comes from.
Boring stuff, that's not very Christmas gifty that she'll probably need/want are heavy duty zip lock bags and a roll of duct tape. I kid you not.

I don't know how it is to go on airplanes, but when I lived in a rural area abroad I would have been lost without a Swiss Army Knife. Contributions to a great backpack or hiking boots if she will be rural is great too!

A camera, or a handheld electronic notepad - or just a good old fashioned diary or blank book. A couple books of stamps and some pretty stationery and envelopes may also be appreciated if she will be in a place where she has access to mail.
