The dog will be fine as long as its not freezing. Call the Humane Soceity and have the dog picked up, the owner has been told and chose to do nothing. Let her pay the fine.

Hello!
I agree with the other good answers! We must remember that it is hard to keep a male under control if a female anywhere within a few miles is in heat! Even a small male will jump a fence many times his size if a female is in heat. Please consider having your female spayed! I'd much rather see your female be spayed than having a neighbor's dog, or your female get hit by a car on the street! Animal control would find a better home for that male, after it is neutered! Spaying and neutering is simply a responsibility of owning a pet! Your female is probably miserable if she's in heat and the neighborhood males are out rambling around! Many animal control programs have a good deal on spaying and neutering! And please don't let your female out! Have a Merry Christmas!

I would *definatly* call your local animal control officer. First of all, it's negligent to leave your dog outside for that long in the cold. Secondly, it's illegal to let your dog wander around off a leash.
I would have called the owner first, and good for you for doing so, but its apparent that the owner isnt responsible and doesnt care.
At least animal control can give it a warm place to sleep while they deal with the owner.

that's nice that your thinking about the dog. i think it's better if you call the police or animal control. It's not right for the poor dog to be outside in the cold. plus the owner should know that it's the law to keep your dog on a leash.

call the local animal control officer to let them know the situation, maybe the dogs owner will actually take responsibilty for him if she has to pay to get him back.
If not he may be able to find a new home where the owner will care what happens to him

You should call animal control if you are concerned, or try calling the lady again...

Most cities have leash laws at least, at any rate the dog should not be running around loose, especially in this weather.

NO!!!!! don't keep a poor little doggie in the cold! no no no... Put him in the garage! (and put a heater). Calling the animal contorl when it's the OWNERS fault, would just make the doggie sad. call the vet. Gixe the owner a GOOD LONG tlk.
welcome!
