IN ANSWER TO MY QUESTION, WHAT DOSE THE FOOL say to GOD, someone quoted Judges 1:19.

The problem with Unbeliever Quoting the WORD OF GOD, is that they cannot understand what is being said?

(Judges 1:16-to-19) And the children of the Kenite, Moses' father in law, went up out of the city of palm trees with the children of Judah into the wilderness of Judah, which lieth in the south of Arad; and they went and dwelt among the people.

(Jdg 1:17) And Judah went with Simeon his brother, and they slew the Canaanites that inhabited Zephath, and utterly destroyed it. And the name of the city was called Hormah.

(Jdg 1:18) Also Judah took Gaza with the coast thereof, and Askelon with the coast thereof, and Ekron with the coast thereof.

(Jdg 1:19) And the LORD was with Judah; and he drave out the inhabitants of the mountain; but could not drive out the inhabitants of the valley, because they had chariots of iron.

JUDAH = Not GOD, could not drive them OUT!

Jude 1:19 has no he in it. ""These are sensual persons, who cause divisions, not having the Spirit." Are you an unbeliever?

The "he" in Jude verse 9 of the NT is Satan, if that is what you meant, as can be clearly seen by the entire context. There is no he in Jude verse 19 nor in Judges 1:19
"A fool says in his heart, there is no God", to answer your second question
Judges1:19 -If you want the answer to the question about this verse it is because of the fear and lack of faith of the Israelites. (See Joshua 17:16-18)

While it's true that Judah drove the inhabitants out, the verse is saying that he could not have done it without the help and blessing of God. Over and over again in the Old Testament you see that God was with Israel when they won their battles. Whenever God left them to their own devices as judgment, they lost, and they lost huge.
