If you can't remove them and they're gunky you could set a bowl of soapy water on the seat and let the straps soak in it a while. Then let them soak in fresh water to rinse the soap away. Dish soap would work fine.

Spray them with 409, let them sit a bit, then soak a dishcloth in hot soapy water, don't wring it out completely, and pull the straps through the rag. You can follow this up with Lysol spray if you're germaphobic.

Mine are removable, though they're hard to remove. I just take them off and throw them in the washer and they come very clean.

I allways used just a tooth brush and dishsoap. laundry soap, or whatever cleaner you have on hand. Just make sure to rinse well when finished./.

Mine come off, and I toss them in with the laundry. If yours don't come off, Clorox disinfecting wipes do pretty well.
