A vegetarian can donate blood.
However, there are some issues concerning iron deficiency anemic condition associated with vegetarian diet.
So, before donating blood, consult your doctor and establish your baseline blood cells count profile (get a blood check).
After donated blood, you can consider supplementation of iron, B complex, folic acid, and ascorbic acid.
Caution: You might not be suitable to donate blood if your blood pressure is low.

As long as you can meet the health criteria questions they ask when you go to donate, anyone can donate. Your diet would only be a factor if it caused you to have too low iron content, or something along those lines. But a multivitamin can solve that issue. Bottom line is if your healthy you can donate. Blood banks always need more blood and your friend's "urban myth" is counterproductive.

No, that's not true. I'm vegetarian and I just donated blood a month ago. They ask lots of questions but none are about your eating habits.

No. Basically, if you don't have some certain diseases including AIDs and you have enough iron in your blood at the time you donate. Then you can donate blood. You also have to be old enough.
