They can get allergies, they can also get infections resembling colds, which pass with time.
Do you worm your dog regularly, and has it been tested for heartworms? If so, do you give it heartworm preventative every month? Some times, regular worms can cause a cough. And Sometimes heartworm infection can, too.
Also, there is something called kennel cough. You should look it up. This can kill a dog, one of the symptoms is cough. Probably not what your dog has, but you should look it up to rule it out. I lost a small hound mix to that.

Bassett Hounds are especially prone to obesity, although this can be controlled with diet and exercise. Also prone to ear infections, skin allergies and breathing problems like snoring. The Basset Hound has an amazing sense of smell and is able to track scents nearly as well as its ancestor, the Bloodhound. These dogs are known to become so obsessed with a scent that it will ignore its owner's commands. Basset Hounds were developed to track scents in small areas that larger dogs could not fit in. It is important to check the ears regularly to ensure that problems do not develop because the air does not circulate well in breeds with long droopy ears. Ear infections are one of the most prevalent health issues with this breed. Spinal related injuries and eye diseases are not uncommon either.
My bassett, Daphne has dry skin, very common in this breed. I give her a bath in oatmeal dog shampoo. And to answer your question, the cough could be from over exerting his/herself in playtime since they arent really the most athletic breed of dog. my dog has done that and her cough goes away once she calms down. If it persists, ask your vet. Bassetts are great arent they? Mines like a big teddy bear...good luck to you...

Sounds like kennel cough. Keep his sniffer away from other doogies for now so he doesn't pass it along, and get him to the vet for some meds.

Yes, dogs can get allergies. Usually it's to fleas. Or at least, that's the one we see most.
