There's a muscle that runs from the center of your tongue forward and down to your chin. It's called the Genioglossus muscle. It sort of pushes your tongue forward.
You'll notice that once your tongue is outside of your mouth, you can't flex it forward, you can only push more tongue out of your mouth.

there is a muscle that attaches to the inside of your lower jaw bone, just behind your chin and the other end attached to the bottom of the tongue. When this muscle contracts, the tongue moves forward and out of your mouth.

What is it that you do not understand in this, "by grace are you saved." This statement does not leave room for sticking out the tongue. Beside, we learn from Scripture that the tongue is the unruly member of our body and full of poison. I have heard of a righteous anger, but that is a "whole different playing field."

You should practice doing tougue push-ups, hands behind your back, no cheating. You will feel which muscles are working.

because when you stick out your tongue it does not expand the tissue under it stretches to stick out your tongue
