Some of the most important questions you need to ask yourself would be:
--How fast was the car going?
--Did it drag her for any length at all?
For general safety's sake, I would take her in for a quick going over. Otherwise:
--If the cut continues to bleed despite pressure applied YES, get her to a vet she probably needs stitches.
--Also, if she has trouble walking or is sleepy all the time or has unusual movements, shaking, appetite off, then get her to a vet ASAP, as these could be the sign of a neurologic or other injury and the dog needs evaluation and treatment--more than you can possibly provide at home on your own. Please don't let her suffer.

in the ideal world yes you should race off to the vet with the puppy and have her looked at.
in the world i live in you watch the puppy really watch constantly for several hours and if you see anything that makes you think that she is in pain or is hurt you take her to the vet.
you should also very gently run your hand over the dog all over and watch and listen for the puppy to cry even a tiny bit if say you are raising the paw to check range of movement and the puppy whimpers then take the puppy to the vet .
if you see anything that makes you think that the dog is bleeding inside meaning bleeding you can not see at all but no of because the dog is behaving differently then take her to the vet.
my dog was hit by a car once sent him flying but he landed and ran and was from that day on afraid and aware of cars. i will pray for your puppy .

Take your puppy to the vet NOW.
The injuries may be worse than just a scratch above the eye, for example, he could have a broken bone or something more severe.
If there is nothing else wrong with him, the scratch will need a few stitches.
It could get infected if it isn't cleaned properly.

The vet is never a bad idea. But before you go, why not call an emergency vet clinic. They can give a lot of advice over the phone? If the cut is bleeding profusely or the puppy seems dizzy or unsteady, skip the call and go straight to the vet.

I'm sorry she got hit. You should take her to the vet because sometimes they have injuries that do not show up at first. If she has a cut above her eye, she could have a brain injury.

Call your vet and tell her vet about the cut and the size, they will most likely say bring her in.
I had this happen to my dog about 2 months ago, Bring her in cause the cut and get infected.
I hope you have the license plate of the car/truck etc.... so you Can maybe sue if needed. or call and report the car/truck... etc

I would take her to an emergency vet just to have her checked out. Sometimes puppies look okay on the outside, but something major can be wrong on the inside...good luck!!

YES, you should have brought your dog straight to the vet/animal hospital RIGHT away!!! It doesnt matter if your puppy has a minor cut, it can be internally bleeding inside and you would never know. So i strongly suggest that you take it to the hospital right away because things may get worse and you would never know. bless your puppy.

The best and only thing to do is to take it to the vet immediately, don't wait. The poor baby may have much more serious injuries that you can't see, and is probably in alot of pain. The vet is the only one who can help it. Please go now, if you haven't already.
