After you do the same routine for a while your body adapts to it. You should try mixing it up, doing some moves you don't normally do. Raise the weight and go to exhaustion for 3 to 5 sets and you will feel it.
If your working out really hard then look at it as a good thing you recover fast, because you are in good shape. Muscles do need the rest so I advise against doing them the next day.

It depends on what type of bicep work you are doing, if its machine, you may not get as sore, if you do free- weights you may feel more of a strain. you could also be lifting incorrectly, every movement is important, and 'releasing' your muscle is just as important as when you're flexing. The soreness is generally from the muscle breaking down, and then building itself back up, so if you are using a muscle (bicep) that is used frequently from day to day the soreness will be minimal. If you try doing lunges, around a track you will probably experience great soreness. Also try and excerise body parts equally (legs, back, neck, shoulder, arms, etc.)

It's not actually a GOOD thing when your muscles hurt after you've worked out, so it sounds to me like you are doing things correctly. Muscle pain from a "pulled muscle" is caused by a series of tiny tears in the muscle. You don't need to tear the muscle to build them up.
A better guide for judging the effectiveness of your workout would be to see how many reps you are able to do comfortable. If you can do 20 bicep curls without it feeling like much work, then you aren't lifting enough weight to make a difference. Add weight until it starts to be really really hard to get your last two reps done. Then stick with that weight until those last two reps are easy again, and then increase the weight again. Lather, rinse, repeat!

No! Always take a rest day. This is a good thing; if your muscles aren't sore for a couple of days, then you are very fit. You might also consider increasing your intensity.

Take your pick:
A. you're a slacker
B. no pain, no gain-- also no pain, no brain
C. You have a chemical imbalance- get your thyroid checked as underfunctioning thyroid doesn't allow your muscles to properly utilize oxygen. Do you get a orangy tint on your fingertips or do you sleep a lot? these are signs of an underfunctioning thyroid in a body doing heavy workouts.

well, i think you should put a little more work on your arm and maybe wait a day, but do not to put too much weight on your arm or else you will be really sore for a month, and try to put more work on your arms every week. then you'll be strong and not sore.
