Most Americans have a very poor diet fiber wise, so when they to some, they often over do it. Their system is not used to it and they bloat / get gas. Wheat germ, like any fiber should be added to the diet in gradually increasing amounts up to the recommended daily dose.

Wheat germ is pure unprocessed fiber, and like bran and oats, the base of the grain has the properties to cause a severe bowel disorder.
I eat All Bran with Bran Flakes and added wheat germ, I also add oat bran the my regular rolled oats for my porridge on occasion.
To much is a oximoron, but do limit yourself to no more than 1/2 cup of raw wheat germ, you can work it into you daily food preparations, think of it like bread crumbs, add it to meat dishes, as a part of breading chicken or pork and it is also great in baking.

Eating to much wheat germ can induce coeliac disease.
Should you need more fibre then use oats. The gluten in oats is more gut friendly and will not cause bloating or any other nasty consequence!
Wheat germ is not our natural food source as human beings along with milk. Therefore it can cause a range of problems. It is cheap to produce which is why most government run diet officials advocate the adding of wheat to the menu.
Reliance on one food source, no matter which one, leads to problems. Should you eat a diet of carrots for example you would turn orange, carry on eating to many carrots and you die!
I could go on for ages!!!!
So my simple answer is:-
YES YOU CAN!!!
