Back when I was a little girl we would make Christmas wreaths out of bread bags in school. I remember we would save the bags then rip them all up. Take a clothes hanger and form into wreath shape then tie the bags around it.

It would take several bags and you'd have to scrunch them together to look full.

I'm sure that for a rug you'd do something very similar with a flat wire to weave in and out of.

Good luck I remember it was fun to do and what a fun way to remember Grandma this Holiday Season!

Not sure of when the show was aired. but check out HGTV.com and look under The Carol Duvall Show. she had a show on there awhile back about how to cut the grocery bags to be able to use them to crochet a chain and make placemats, rugs, etc. So I guess you could use that cutting technique and braid them, then make your 'rug'. check out her 'archives' and if it's not there, ask her the question and she may be able to email the instructions?
