It is his anal glands. He is trying to express them himself.

Dogs have two glands on their anus, you may be able to see two tiny openings at 10 and 2 0'clock .
The glands fill up with a dark stinky fluid and every time the dog goes to the loo a smear of this fluid goes on the faeces. It gives other dogs info such as age, sex, state of health, breeding condition and so on.
Some diets disagree with the dog, and some dogs are just more prone to this anyway; but the glands don't empty the way they should and have to be emptied manually.
The vet can show you how, then whatch while you do it to check you're doing it right.
But, seriously, its penny pinching to do it yourself. The dog hates it and it stinks. So pay the vet. Let the vet take the rap and let the dog dislike the vet.

I've seen this before. He's got worms; that's easy to treat, you can get tablets from the vet's or even the pet shop. Do be careful with contamination! If he's been rubbing for that long, there may be worms/eggs all over your carpets and if you have children crawling around, they're highly likely to catch them too... Think of having the whole family treated, be it just as a preventative measure.

It could be impacted anal glands, or an irritation due to an infection or worms. Get him checked by a vet as there are several possibilities and obviously the poor dog is uncomfortable.
If it is the glands, you may need to change his food.

yes the vet is a good idea. If might well be his glands or a dirty bottom, have you tried washing it? Has your dog been wormed, and all up to date, and has he been de-flee ie stronghold. otherwise this could also make him do this. Have you checked his skin, he could have mites or even dandruff which is making that area itchy, hence what he is doing, because he cant get his legs there to scratch. Good luck.

Worms? Piles? An itch?
I watched a black squirrel do exactly the same thing along my garden fence. It was a really windy day, and when he got to the end of the fence, he sat bolt upright with his back to the wind, and put his tail straight up covering his back and head. He was either using his lovely bushy tail as a wind break, or letting the wind cool his sore bottom!

yeah itchy butt or sore butt but if hes been doing it 4 two weeks he may have worms or summit good idea to go c a vet!

it could very well be that the anal sacs are full and need to be ...uh relieved, if i can use that term, some pet grooms will do that for you, but my dog goes to the vet for that problem. its a common problem that they need help with sometimes.
another thing to take in to consideration as well is tapeworm, if the dog spends alot of time outside, that would be a good guess, tapeworm can be picked up anywhere. if you have kids, it would be wise to thoroughly clean the areas where your dog has been.

Either his butt is always itchy, or he has worms. either peridocialy or when he poops check his butt or his poop to see if he has little white worms eather on his poop or near his anus. if he does, go and buy a bunch of de-wormer from walmart or the pet store. no need to freak out and take him to the vet. just buy the dewormer packets, factor in your dogs weight and give it to him in his food. then sooner then later he should be fine. if it is the anal glands, take it to a groomer and they can hook you up.

Greaty answer sarah c.........apart from the other cause being worms, it is probably the correct diagnosis.
As a matter of interest, I have NEVER come across a dog, that does NOT do this ~~ all dogs do it.
