You should probably take your to to a veterinarian. It could be impacted anal glands (a VERY unpleasant, foul odor) or something more serious. Different cancers can cause the body to give off weird odors.

The smell could also be coming from the mucus glands of the sheath of the penis. This mucus gets dirty and has a bacterial component that causes the odor. It is called smegma.

Possibly the anal glands need to be expressed by your vet. Don't let this go for too long. Anal glands can become impacted and rupture which is very painful and messy

It is probably fluid from the anal glands. Dogs can express these glands when frightened or stressed.
