Here's what works with girls: make her a mixed CD, go up and talk to her, ask to call her, call her and IM her. Once you and her are relaly close friends and you both have fun talking together, try romantic things like holding her hand, taking her to dinner, putting your arm around her shoulder, Kiss her cheek, public displays of affection, rub her shoulders, etc.
