Many countries make land mines. The US has stopped making persistant land mines in 1997. Russia is now the worlds largest producer of landmines. There is legislation currently being discussed at the UN to curtail the production of them. We are still finding land mines here in Afghanistan that the Russians left in the 80s. These land mines are still causing casualties today. We have even found some russian land mines made to look like toys. Left around Afghan villages for children to play with, take home then blow up. Wonderful world isn't it.

Lot of countries make landmines. They are very effective at protecting fix targets. But a lot of landmines get left behind and do damage long after they are needed.
As to why aren't they stopped? Well, I could and so could anyone else for that matter, build a landmine. And it wouldn't take that long to build a bunch of them, and make them undetectable to metal detectors. They are easy and cheap to build. So if you're a poor or rich county and want protect a fix target you have a cheap way of doing it, and you don't endanger your soldiers.

land mines are cheap and effective in securing territory against an enemy entering it. As long as they are cost effective they'll never be banned. The Geneva convention requires that military forces record the location of minefields. It has been more or less obeyed by most western armies. Irregular armies in asia and africa do not.

Everybody built them, good ol usa especially has made quite a few nasty ones. China was just good enough to copy us. Russia made a good contribution to. I say Germany became the real nasty one with the bouncy betty's it was using in WWII. The land mine has a long history in warfare, look it up in wikipedia, I am sure it would be a interesting read.

If you ever find one, look under it (carefully), and it will say, "made in China", and some crude ones say, "Hecho en Mexico".
